Phoebe appears to have missed out on some important opportunities for socialization early in life, but she’s eager to make up for lost time. She’ll benefit from a patient adopter and a quiet home without a lot of hustle and bustle where she can come out of her shell. Phoebe has benefitted from the companionship of another dog in the shelter. She will only be placed in a home with children 10 or older due to her sensitive personality.
